To further a stated purpose of the Association the BOD will appoint one (1)member of that BOD to act as the organization representative for the formation of local chapters. This individual (Local Chapter Coordinator) and or their collective committee will oversee this activity. This group will provide organizational assistance, materials, advice and counsel, as requested, to local chapters and members interested in forming local chapters. Requests for a local chapter charter will be available in writing or online from the SAW web site.

The nature and extent of their activities are left to their discretion within the limits of these and the local chapter bylaws. Chapters which maintain a membership of not less than 30% SAW members in good standing will constitute a local chapter of SAW. The local chapter will appoint a delegate as liaison to the Association and or the Local Chapter Coordinator. However, each local chapter President must request an annual renewal of their charter during the month of January of each year that is pursuant to the procedures defined in the local chapter procedure kit. This renewal can be done in writing or online from SAW's web site. This renewal is intended to provide updated information about contacts for each chapter for publication in various forms designed to promote all local chapters.

The Association specifically disassociates itself from any debts, obligations, or encumbrances of local chapters. Neither the Association or the BOD accepts the responsibility for the debts, nor shares in the profits of local chapters.
